question as to the title of V William Goobel and J C W Beckham L f to the ofllces of Governor and Lieuten V antGovcrnor respectively the General Gener-al Assembly shall pass a resolution In F Joint assembly validating the acts on that subject since the Legislature has been prevented by troops from holding Its regular sessions at Frankfort As soon as the Legislature does this Beck hams title to to Arbitration Frankfort Ky Feb 5Goy Taylor tonight made a distinct and positive oJYer to submit the merits of his claim to gubernatorial chair of Kentucky to any three fairminded men In the L world these three men to be selected by the United States Supreme court Ho will allow them to arbitrate the V case and will abide by their decision V His statement follows GOV TAYLORS OFFER I will leave the settlement of this controversy to any three fairminded men on earth Let three men In whom the people have confidence be selected by tho United States Supreme court arid I will with all confidence submit the case to their arbitration and will cheerfully abide by their decision in the matter mater I I was elected Governor of the State of Kentucky not by a majority of 2200 but bya majority of about to be called off The Democrats claimed to have had the highest possible pos-sible assurance that Gov Taylor would take such action and that the next session of the Legislature would be held i In Fiankfort in the capitol building tomorrow to-morrow morning NO CHANGE BY TAYLOR Gov Taylor late In the morning however altered the situation entirely by declaring to f correspondent of the Associated Press that no order had been Issued revoking the meeting at London and that It would proceed as originally intended by him He denied de-nied in the most emphatic manner that there had been any intention on the part of the Republican party to abandon aban-don the London session LIKE A BOMBSHELL This was a bombshell to many of the Democratic members of the DCnOcrCtlc Legislature Legis-lature who acting on the advice of their attorneys had left the city Saturday Sat-urday night and on Sunday morning in order to be away from the capital Incase In-case it was decided by Gov Taylor to convey them to London for the purposo of helping out a quorum They had left the V city as directed and early this morning a large number num-ber of them were told to return as everything had been settled and C Campbell of New York and formerly of Cincinnati It Is stated I that he had previously been working Ion the contest as counsel for the dead contestant He was In conference today I to-day and tonight with the friends of Gov Goebel including the brothers I Arthur and Justus It Is stated that I Col Campbell Is assisting In working I up vigorous prosecution and that theie has already been much
