The judiciary eonimittce of the house reported the substitute sub-stitute bill consisting of seventy-one sections of the Torrey bill, with a few amendments for the three bankruptcy bills pending before the Committee. The amendments provide that a referee shall be appointed by the district dis-trict instead of the circuit court; tnat the percentage which was to have been paid to the government to reimburse it for the payment pay-ment of salaries for referees shall be paid direct to referees in lieu of salaries; salar-ies; that as uiauy of these officers may be appointed as may be necessary to transact tlie bankruptcy business; that a corporation shall not enter into voluntary bankruptcy under proceedings by creditors. Section F of the Torrey bill is omitted from the substitute, sub-stitute, which relates to the loaning of money on bankrupt estates. |
