The royal warrant issued by the secretary of war to amend the regulations reg-ulations relating to the retirement of general oflicers and colonels "vent, iuto effect today. The principal object of tho warrant is to reduce the number of general otllcers. aud it provides that after this date no promotion shall be made to the rank of lieutenant-general or major-general, except by selection to till an appointment or as a reward for distinguished service. There will be no establishment of the ranks, and and after tho number of general officers in each rank has been reduced, there shall be ten geneials on the establishment establish-ment with three generals on the Indian staff corps, ami except in war time there shall not be more than twenty-five twenty-five lieutenant-generals ami eighty-eight eighty-eight major-generals, including those of the Indian staff corps. Otlicers promoted pro-moted for distinguished service shall be supernumerary to tho establishment of their rank nnd branch until tho occurrence oc-currence of vacancies which would have given them promotion in the ordinary or-dinary course. The compulsorily retired re-tired purchase colonels are very much disappointed with the warrant, especially espe-cially since they have been informed by Mr. Brodpri'ck. financial secretnry of the war office, was not retroactive, and that the v could not nvail themselves them-selves of the increased pension of .'50O a year. |
