The weather this morning is very cold, thermometor indicating fourteen degrees below zero at G a.m., and six below at noon. High winds prevailing yesterday and last night drifted tne enow badly and caused great delay on all the rail-: road lines. The trains on seven different roads were either unable to get in or delayed several hours beyond be-yond time. Reports from all parts of the west state that great inconvenience inconveni-ence is experienced on account of the freezing of the watar courses and scarcity of water for Btock.
