enjoyed a speech from Mr Allen Mississippi which precipitated precipi-tated a political episode in which Mr I Grosvenor Rep 0 and Mr Bailey Dem Tex figured as the principals I I lr Allen proposed that a company of I congressmen be raised and go to Cuba After sending the Indian and sundry civil bills back for conference consideration consid-eration of bills from the military affairs af-fairs ccmmittee under the rule adopted adopt-ed yesterday proceeded Notable among the measures passed were those providing for the enlistment of cooks in the army providing for the appointment appoint-ment qf military storekeepers for the army providing for the protection of harbor defenses and fortifications against wanton and malicious injury and giving the secretary of war discretion dis-cretion to permit any church or religious relig-ious sect to erect its house of worship upon the West Point military reservation reserva-tion The last named bill precipitated considerable discussion it being framed at the instance of Catholic effort ef-fort but giving equal privileges to all churches Mi Bromwell Rep 0 opposed the bill as being framed solely for the Catholicb and he antagonized launching launch-ing upon a policy that would end in a figt between the churches for national control of the worship at West Point Mr Northway Rep 0 also opposed op-posed it declaring his opposition to any movement that would result in special favors to any church Mr Bailey defied anyone to contend that it contained anything that favored favor-ed one sect oer another Incidental to his argument he said A government that maintains a barroom within its capital and refuses the right for any chuieh to build its own church on the reservation on which its soldiers are trained is a disgrace The bill was passed 133 to 25 A protracted discussion was precipitated precipi-tated by the bill to increase the daily army ration by the addition trlweek I ly of one quarter of a pound of full cream American cneese and two ounces of canned corn The bill was attacked ag presented not in response to the demand pf the army but of the cheesemaKers ALLEN SCORES GROSVBNOR Mr Allen Dem Miss was opposed to the bill and took occasion to reply to the assertion of Mr Grosvenor in the Ohio Republican convention that the opposition to the Republicans had practically unanimously opposed all necessary war measures since the passage pas-sage of the 50000 urgency appropriation appropria-tion Mr Allen denied it and said he could only explain the utterance on the ground that Mr Grosvenor was one of those who thought no man could be a patriot who opposed bond issues Mr Allen created great applause by making the proposition that a company of congressmen to be led by General Grosvenor be raised and go to Cuba When Mr Allen concluded Mr Gros venor Rep 0 arose He did not believe be-lieve he said that the floor of the house was the proper place to attack and comment upon political speeches and matters which arose outside of the I house He asserted however that he would at some future time demonstrate demon-strate the truth of every assertion made in his Ohio speech Continuing he proceeded to read extracts from an editorial printed in a Washington paper pa-per A leading Democratic organ he said on the day of the Ohio convention conven-tion and written he said by a Democratic Dem-ocratic member of congress The editorial edi-torial which was a vigorous attack upon the recent course of Mr Bailey and the minority in the house was quite as severe Mr Grosvenor maintained main-tained as anything he had said in criticism crit-icism of the Democrats GROSVENORS INDECENCY Mr Bailey plainly excited and indignant indig-nant interrupted the reading to demand de-mand that every word of the editorial be read Mr Grosvenor insisted that he should read what he pleased whereupon where-upon Mr Bailey after referring to the Ohioan as one who was too indecent to be courteous raised the point of order that the article could not be read His point was sustained by the chair but Mr Bailey immediately withdrew his objection saying that he merely desired to make it plain that Mr Grosvenor was proceeding by the consent con-sent of the house and not of his own right When the article bad been read in full the Texan requested Grosvenor to name the Democrat who was alleged to have written the article Mr Gros venor insisted that to do so would be a breach of confidence and in this assertion asser-tion Mr Bailey said he was inclined to concur but he declared that if any I member on the Democratic side of the house wrote the article that member ought to have the courage and candor 1 to admit it The incident thus closed and shortly I thereafter the house at 6 oclock adjourned ad-journed the yeas and nays having been ordered upon an amendment to the bill offered by Mr Otey of Virginia adding chewing and smoking tobacco I to the rations of soldiers I |
