San Francisco May 27 Major Moore and Captain Malloy of General Otis i staff visited the different regiments In i i camp here today giving the workmen 1 instructions about the arrangement of the tents and looking after the general j I welfare of the men i I The Utah cavalry which arrived late i last night was busy all morning getting get-ting their camp into shape after which a general reunion with the light artll I lery was held r Captain Caine in speaking of his troop said I have only a few experienced ex-perienced military men in my troop most of them being raw recruits but they have grasped the preliminary work of a soldier very rapidly despite the fact that they have had practically no opportunity for drill not having been mustered in until May 12 The cavalry troop is greatly disappointed disap-pointed over the information that they will not be allowed to take their Horses to Manila ponies being bought In the Philippines in their stead This will cause great hardship to the men as much time has been spent in training their animals A light rain has been falling the greater part of the day which facthas given the camp a decidedly different appearance from that which it has worn heretofore the greater part of the soldiers appearing in their long cape overcoats There is a great deal of confusion at the camps at sunrise and sunset as I regiments lower their flags at different times the Utah light artillery signalizing signal-izing the rising and setting of the sun i by firing a morning and evening gun and each regimental commander has a different time for the ceremonies Last evening the sunset gun was flred nearly i a half hour after the last flag had been hauled down and It fell to the lot of a sergeant of the Utah artillery to pull the lanyard His face wore a bewildered be-wildered look and he was heard to say This is the funniest country I ever struck the sun sets in different parts of the camp at different times The general health of the men is excellent ex-cellent LIEUT WEBBS RESIGNATION Was Due to His Private Affairs and Has Been Withdrawn Special to The Herald San Francisco May 27Wednesdays Herald arrived today containing news of the resignation of Captain Webb The news created something of a sensation sen-sation here as the men were totally ignorant of any such proceedings Captain Cap-tain Young admitted the truth of the statement that Lieutenant Webb had resigned before the artillery left Utah His resignation was wired by Governor Wells to the war department and arrangements ar-rangements made for the choice of anew a-new man when Lieutenant Webb announced an-nounced his intention of going with the j battery When this fact was known I Governor Wells Immediately telegraphed tele-graphed the war department explaining explain-ing the change and asking that the order for his discharge be revoked This not being answered Governor Wells reappointed Lieutenant Webb who took the oath of office over again and will accompany the troops to Manila Man-ila The rumor that his resignation was at the request of Captain Young is I I wholly unfounded The captain informed in-formed The Herald correspondent tonight I I I night that he had always thought that Lieutenant Webb would make a good artillery officer and that he was proud I I of his success and fully satisfied with his work His resignation was due to some I personal affairs which he thought I I would compel him to stay at home I I However he managed to fix these up and immediately withdrew his resignation resigna-tion The men all share this feeling I i
