Show LAST WOODFRD NOTE Its Contents Should Not Provoke the Malice of Spaniards RIVERAS GRIM DEFIANCE SPANISH PRISONS WILL NOT SEAL HIS LIPS Something o the History of the Captured Cap-tured Cuban Insurgent Leaders Confined In Moro Castle Jfew Cu Cned II ban Cabinet Washington Opinion On the Situation Washington Dec 27The officials here are somewhat surprisedat the exhibition ex-hibition of feeling at Madrid over the delivered latest note of Minister Woodford livered to the Spanish foreign office the day before Christmas While the note itself will not be made public at present it is said that there is no reason whatever why it should be withheld save the fact that the preceding pre-ceding steps in the negotiations have in the news not yet seen the light papers and it is desirable when a publication is made to preserve the complete chain of events in natural order Possibly the correspondence will be shortly called for by congress in which case it is not likely to be withheld on grounds of public policy LAST NOTE The last note presented by Minister Woodford was in answer to the Spanish Span-ish note called forth by Mr Woodfords very first note after his arrival at Madrid Mad-rid In his initial note the United States minister pointed out the interest of his country in an early termination of the present struggle in Cuba and asked when such a conclusion could I be expected The Spanish government in its reply acknowledged our interest In the matter but suggested after I stating what it intended to do to ameliorate conditions In Cuba that amelorate conditons the United States could best exercise I its good offices by stopping filibustering I filibuster-ing To this Mr Woodford responded with his note of last week I is said I to be a purely argumentative statement state-ment of the position taken by the I United States and the facts set forth are those so strongly drawn in the presidents message to congress of which it is supposed the Spanish public had been fully advised through the newspapers EXPENSE OF PATROL The most forcible statement in the forcble note Is based upon the facts collected and published recently by the United States treasury department exhibiting the great expense to which the United States had been put by reason of its efforts to patrol an enormous coast I line in the pursuit of a few filibusters I and the remarkable success of the government gov-ernment officials in stopping these expeditions ex-peditions as contrasted with the feeble efforts of the Spanish authorities to I maintain a patrol around the island of Cuba All of these facts were included in Mr Woodfords note and while he put them in his own language in I presenting them to the Spanish foreign for-eign officials it is said that the statements state-ments concern only events that have already been touched upon CHIDES THE PRESS Madrid Dec According to an I official announcement the government considers that the Spanish press attaches I j at-taches too great importance to the i Woodford note The government says the announcement announce-ment continued to regard Americas I attitude as correct despite certain statements In the note requiring refutation refu-tation |
