| Show MUNICIPAL MATTERS LAV REGULATING THE PIAJ3IBIXG BUSINESS IN SALT LAKE I Proposition to Amend the Ordinance Ordin-ance Some Important Change Proposed to Improve Sanitary Conditions Building Permits Issued Is-sued Among the matters to engage the attention at-tention of the city fathers at the next meeting of the council will be an ordinance ordi-nance making numerous changes in the present law regulating the plumbing plumb-ing business in the city The proposed measure has been carefully drafted and passed upon by a number of the prominent master plumbers as well as the sanitary committee which will report re-port it back favorably to the council Among the many radical changes proposed pro-posed is one to transfer the plumbing inspector from the engineers department depart-ment to the board of health This change is modeled after the systems of nearly all the great eastern cities and has been though desirable on account I ac-count of the nature of the inspectors work which properly belongs to the I health department At present the I duties of the inspector are not only to pass upon the plumbing in buildings but also to inspect all sewer connections connec-tions The proposed ordinance separates separ-ates the two requiring the inspector to supervise the plumbing work to a radius within five feet of the building outside of that it is thrown into the hands of the sewer department Probably the most important is a provision requiring all master and journeymen plumbers in the city to obtain ob-tain a certificate from a board of examiners ex-aminers consisting of the health commissioner com-missioner and the plumbing inspector and a third member who shall be a practical plumber before they shall be auowea to carry on or engage in the plumbing business in the city All plumbers before doing any work on buildings or any alterations or additions addi-tions to old work must first secure a permit from the board of health All such work however shall be subject to final inspection by the plumbing inspector in-spector The failure on the part of any plumber to make application to the board for a final inspection or the violation vio-lation of any of the rules in the construction con-struction of drainage work or a failure fail-ure to correct the fault after notification notifica-tion will be deemed a sufficient cause to place his name upon a delinquent list kept in the office of the board Any attempt on the part of the plumber to do any work in his line while his names name-s on the list of delinquents will render him liable to criminal prosecution and if founa guilty to pay a fine of not less than 10 nor more than 100 Numerous changes are made relating to plans and specifications for house drainage The more important of these provides that the main drain or soil pipe must extend from a point five feet outside the foundation walls when connection is to be made with the sewer and from the cesspool in other cases as direct as possible to a point at least three feet above the roof of the building The pipe must be carried up within the house to such a point that When extended through the roof not more than five feet of it will be exposed expos-ed and it must not terminate within twelve feet of any window or open ingThe The new ordinance is framed largely after the laws of eastern cities where perfect sanitary systems are in use |
