| Show THE DEAF AND DUMB INSTITUTE The constitution of the state locates the Deaf and Dumb institute In this city and It will be the duty of the present legslature to provide a suitable suita-ble location for this important public institution It has been suggested that the Reform school could be moved to the building formerly used as a military mili-tary academy and the present Reform school buildings used for the Deaf Mute and Blind insttute Of course this would necessitate the purchase of the military academy property by the state but it is understood that It can be secured for a very reasonable sum and on easy terms and as it is avery a-very valuable piece of property and the building especally suited for a Reform school it would be a wise move on the part of the state to secure se-cure it The Military academy Is located in a portion of the city that Is much better bet-ter suited for a reformatory institu ton than the present location In the first place it is further away from the centre of population and therefore more isolated Secondly such Institn tions are In reality prisons and should be placed where they will not have a contaminating influence If posshle As the constitution in express terms directs that the Deaf and Dumb institute in-stitute be located in this city It is not a question of location but of economy and the most economical thing to do is to secure the MilItary academy now while there is a good opportunity to get it on the most favorable terms |
