Show RECEIPTS BELOW EXPECTATIONS Treasury Officials Said to Be Greatly Disappointed Disap-pointed THE DEFICIT FOR THE YEAR MUCH HOWEVER EXPECTED FROM TIE INCOME TAX Should the Law Be Upheld All Will Be Smooth Sailing But Should I Be Declared Unconstitutional rm Extra Session of Congress Will Be Necessary to Provide For Ie verses Sufficient to Iect the Needs of the Nation Washington March 30 Contrary to expectations ex-pectations of the officials the treasury receipts re-ceipts for the month of March will again fall below the expenditures The amount however is only about 234000 The excess ex-cess of expenditures for the nine months of the present fiscal year are 36500000 and this amount will almost certainly b increased by 5000000 or more during April which will leave a deficit of about J4JOOOOOO on May 1 During May and June however great things are expected from theincome tax but the most conservative con-servative estimates now place the deficit for the fiscal year at 25000000 the outlook out-look for heavy receipts from the two great sources of Incomes customs and internal In-ternal revenue are not encouraging partIcularly par-ticularly from the latter During the month of August 1S94 the internal revenue reve-nue receipts In anticipation of the increased In-creased rate of duty ran up 27 EGO but not since that time have they reached I much more than a third of that amount In September they scarcely exceeded S 000000 and since then they have been slowly increased until the present moment mo-ment when they amounted to over 3800 000 This however Is Ca below the expectations ex-pectations of the officials The receipts from customs during the past twelvemonths twelve-months have shown an uneven but on the whole a fair increase During July 1SH they reached the low figure of 8 427000 but during August they increased to nearly 12000000 and during September to about 15564990 The three succeeding months showed a falling off from 4000 000 to over 5000000 In 1S05 however they recovered to over 17000000 and then again there was a decline to 13300000 and then increased during the present month t nearly 15000000 Only twice however since raY 1S94 have the receipt re-ceipt from all sources equaled the expenditures ex-penditures In June 1S94 there was a slight excess and during August the excess ex-cess reached S9000000 The receipts dur ing that month were about normal owing ow-ing as stated to the increased tax on spirits All things considered much depends I de-pends upon the decision idet1e Supreme Court on the question of the validity of the income ta Should the law be up held as seems altogether probable the treasury officials look for fair sailing from this time on but should the law be declared unconstitutional an extra b se sion of Congress should be called to provide pro-vide for revenues sufficient to meet the needs of the government nes gverment |
