Show NEXT MONDAY DANIEL WILL BEAD WASHING TONS FAREWELL ADDRESS An Observance Introduced by Senator Sena-tor Hoar Some Years Ago Another An-other Appropriation Bill in i ae House Causes Discussion Washington Feb 19The open session ses-sion of the senate today lasted for only half an hour Two conference reports on pension bills were agreed tone giving 50 a month to the widow of General Stoneman and the other 75 a month to General Julius I Stahl Senator Daniel Dem Va was designated des-ignated as the reader of Washingtons farewell address next Monday an observance ob-servance introduced by Mr Hoar Rep Mass some years ago when Senator Ingajls of Kansas was presiding presid-ing officer pro tern and when he was as such designated as the reader His splendid elocution has never been equalled on a like occasion since Possibly the last of the unreconstructed unrecon-structed rebels was pardoned today in the person of Colonel D E Simms of Kentucky the senate passing a bill to remove his political disabilities At 1220 p m the senate proceeded to the consideration of executive business busi-ness the arbitration treaty and at 6 p m adjourned without taking any action ac-tion I the House Washington Feb 19Another appropriation ap-propriation bill was taken up in the house but little progress was made The measure was that carrying appropriations appro-priations to supply deficiencies for the current fiscal year and prior years I encountered its first snag when Mr Grow Rep Pa insisted that he ha aright a-right to speak as long as he wanted to on It This proposition was discussed for some time and resulted In a victory vic-tory for Mr Grow who devoted some extended remarks not on the appropriation appro-priation bill but to the Oklahoma free homestead measure Then a long discussion dis-cussion was started by Mr Richardson Dem Tenn over an item to pay special attorneys for defending suits against the United States Mr Richardson wanted to now the use of paying attorneys to defend such cases when the Judgments given against the United States particularly In claims under the Bowman act were never paid Many members spoke with regard to the propriety of paying the Bowman x > i i < 1 claims but when the afternoon was nearlyover the discussion was dropped The bill was not finished at 5 oclock when the house took a recess for three I hours Mr Sayers Dem Tex gave notice that he would offer an amendment to I the deficiency appropriations in behalf of the Southern Pacific Railroad company com-pany I Two hours were frittered away by the house tonight over the private calendar cal-endar Friday evenings under the rules are devoted exclusively to the consideration of private pension and relief bills When the house met at S oclock Mr Talbert Dem S C wanted to call up a measure granting a pension to the widow of General Rice of Iowa but his motion was ruled out by the chair Mr Sherman Rep X Yon Y-on the ground that it could be made only in the committee of the whole Then filibustering began Roll calls on points of no quorum and on motions to adjourn followed each other Just before 10 oclock the committee com-mittee on invalid pensions decided to give up the attempt to do business ad the house at 955 adjourned |
