needed All the heads of departments it is understood with the exception of Billy Byan have acceded ac-ceded to tho request of the council but ho lias persistently refused to do so and as a result Bell last night ofTored the following Resolved That the chairmen of committees com-mittees report to this council as soon as possible any failure on the part of heads of departments to submit a requisition for supplies needed in their departments in advance ad-vance of purchnso as per resolution passed by this council tIThe tI-The resolution unanimously adopted and hereafter Billy must send in his inside of the city limits lie said complaints are constantly con-stantly being made of the running of trains at great speed thereby making danger as well as unnecessary noise by whistling ringing under any circumstances if his franchise read that bo should not do so The motion to strike out wa lost Heiss suggested that where toe line would parallel other times but one track should be built Moran wanted to strike out the provision provis-ion allowing the company to build on West Temple street to Third South Bell supported Morans motion Wantland said Bell didnt understand the question at all so there The franchise on that street for a railway granted to the I Salt Lake company allowed any company to co over its lines on that street BellThat being the case there is no reason why West Templo street should be i mentioned Wantland thought it was merely a I simple matter that a child could not fell to I understand The words from South Temple over and along West Temple to Third South were not stricken out the chaIr casting the deciding vote t Evans sprung the question that Simondi bad not voted but the chair held that the I vote on striking out would stand as it was Simondi explained that the reason he did not vote on the question was that be wanted the clause in if the franchise was passed If it didnt pass it wouldnt matter mat-ter Laughter Heiss moved to amend that only one I tracK be built on streets already occupied by railways Moran moved section 1 be stricken out altogether 1 Wnntland kicked He wanted to talk upon the question he said and he did He I thought the proposed new railway would boom reel estate in great shape Moran was not opposed to the railway except upon West Temple Walden ought not to be allowed to build on West Temple under any consideration Folland was willing to encourage all now enterprises but ho was not fully satisfied that the scheme was a bona fide one Walden has refused to show that ho had any capital to back his scheme The present pres-ent railways wore giving good service and while they were not a monopoly they should not be discriminated against The city had no right to allow Walden to make Inroads on the capital of the other railway companies when they were giving as good service as now The company had I taken great risks in putting their money hero and Walden should be made to show that he had the money to build his proposed pro-posed road Lawson didnt think Walden should be forced to show how much wealth he had Simondi said the Salt Lake City and the Rapid Transit uoople were giving very good service and ho would rather see two good strong companies bore than three weak ones Both companies were now being put to great expense by putting in new rails and doing paving and they woultt have to spend great sums of money hereafter here-after for the same purpose Rich coincided with Simondi The interests inter-ests of the companies now in existence should not bo jeopardized He strongly I objected to any franchise allowing three tracks on any ono street Walden paid himself a great compliment I by saying that be had always been consistent con-sistent on the franchise question and ho I hinted very strongly that Rich baa notRe not-Re made a pull for Walden and struck at I tim old companies for not giving better I service The section was stricken out and the ordinance was killed The importance import-ance to the city The mayor was authorized to execute the contract WALDEN WITHDRAWS Walden sent in a communication asking to be allowed to withdraw his application for a street railway franchise because it was no easy matter to tie up such a large sum of money for so long a time He was allowed to withdraw it SPRINKLING DISTRICT NO 2 An ordinance creating Sprinkling District
