A Petition to the Czar PHILADELPHIA Feb 22A largely attended at-tended meeting of the Siberian Exile Petition Peti-tion association this afternoon agreed upon a form of petition to the Czar of Russia which will be circulated all over the United States for signatures The petition peti-tion which is a lengthy one sparks of the i interest taken here in the Siberian exile system commends the penal reform already al-ready accomplished in Russia and calls the attention of the Czar to the feeling of the friendly people of America that in the pun ishment of some of her subjects Russia whether from causes peculiar toiler people or on account of ancient customs not in i t t all paints in harmony with the humanizing I sentiments of the age
