the second time TERRITORIAL STATISTICIAN H F 67 the bill creating the offco of territorial ritorial statistician and prescribing his du ties came up on its second reading THE CEMENT BILL PASSES H F 52 a bill to encourage the manuf ture of native and Portland cement in the territory of Utah by exempting the property prop-erty so used from taxation untilJanuary Ij 895 was read the second time The rules upon motion of Mr Sargent were suspended S sus-pended and the bill read the third time Mr Pierce was not in favor of the bill because the cement could be made here cheaper than it could elsewhere for the reason that there was such an abundance of raw material Mr Ferry for that very reason jwas in favor of the bill It is true we have ample raw materials but the expense of putting up the requisite plant would be enormous Only a few days ago a bill to encourage the manufacture of sugar and paying a bounty therefor had been passed This bill hardly ivent so far as to offer a bounty The bill should be passed Mr Hammond was heartily in favor of the bill It was a move in the right direction direc-tion Mr Williams was In favor of the bill He believed in offering every encouragement encourage-ment to such enterprises as was consistent with the ability of the territory It was an industry that should be encouraged Mr Allen was opposed the bill because it did not go far enough Such a relief as was proposed by the bill was but eight cents a barrel Mr Thurman thought the bill should pass The persons engaged in the enterprise enter-prise had asked for just j what the bill provided was opposed to the count treasurer being exofficio public administrator adminis-trator His amendment was lost Mr Pierces amendment making the compensation the same as now allowed by law to
