Show The South Dakota Convention Comenton Siocx FALLS Dak July 10At todays sssion of the constitutional convention the question under consideration was the powers of the convention to change the constitution con-stitution of 1885 I came up on a motion refer tho different articles of said to ferent artces document docu-ment to the appropriate committees President Pres-ident Edgerton argued that such a reference refer-ence implied a claim of the conventions power to change any and every article whereas Congress had limited the change to t certain specific provisions In opposition to this view Delegates Jolly Caldwell and others maintained main-tained that what was referred merely purported to be a past of the constitution con-stitution of 1883 and the convention could officially know the provisions of said document docu-ment only upon a report of a committee orb or-b examination thereof as a body This matter will come up again to morrow and is regarded as specially important as certain cer-tain changes might jeopardize the Presidents Presi-dents proclamation of admission and cause it to be deferred This discussion as to the scope of the eonentions work will be very important Much concern is feltregardingtho acton of the judicial apportionment committee as almost every county has a aspirant as-pirant for a judgeship and there will be a strorg attempt to make at least ten or a dozen circuits The congressional and legislative apportionment committee Is likewise besieged to make districts favorable favor-able to the manifold interests of the different differ-ent condidates for the United States Senate Senators Moody and Edgerton were elected Senators under the old constitution con-stitution Both are here the former as a a visitor and the latter as president of the convention R S Pettigrew of Sioux Fri will be Edgertons chief competitor I for the senato ship All these gentlemen will stride for such an arrangement of the legislative respective interests districts as shall further their |
