Show THE EUKOlKAN CRISIS Those who will have it that there is a big war cloud hanging over Europe which is likely to burst at any time must occasionally occasion-ally experience as much of a feeling of disappointment dis-appointment as some ot us here in Utah during the heated term when blizzards chilliness and all kinds of weather suggestive sugges-tive of overcoats is being promised However How-ever there can be butlittle doubt that there is a great European struggle pending for all indications hitherto reliable point to such a consummation at an early day One potent element as THE HERAIU believes in holding back the dogs of war is the fact that it will be a corker when it does come and the map of Europe will undergo such a change as was never dreamed of certainly never experienced before It will probably be the last great war in which the powers will engage so comprehensive com-prehensive extensive expensive and destructive does the impending conflict con-flict threaten to be that thereafter all of civilization will feel itself bpund to unite opon some other plan than bloodshed for the settlement of international difficulties In commenting upon this subject an eastern journalist who has given the situation situa-tion some study says that everywhere the lines are tightening A few Weeks ago the Russian press announced that France and Russia had concluded an alliance offensive offens-ive and defensive This was commented upon at length by Tiic HEUAID shortly after the first announcement of it came though we believe the agreement has not been formally ratified Within the past few months France has imported > 0000 KK in gold besides making heavy importations importa-tions of meat cattle apparently for army supplies but really for tho sustenance of her arms in the field Besides these items she has purchased during the past year 4000000 worth canned meats from America Amer-ica for military subsistence Hussin has also reprovisioncd her army moved thousands of men down toward the Austrian frontier taken possession of the railways of Poland and forbidden wheat going out of Odessa On the other side are Germany and Austria as principals with Italy as a weak alii liable to action only as it now appears in the event of a war by or upon France Austria a good while ago entered upon possession of the Gallician railways for military purposes put her infantry upon a war footing and has recently called for 20000 more cavalry for the purpose of completing that wing of her army and putting it on a war footing also The same authority says that Germany is ready for a conflict and has bten since the battlo of Sedan Just where England will stand whelm the conflict begins is problematical but it is believed that she will not be on the side of France The financial condition of the contestants is not without bearing Italy is virtually bankrupt Austria finds it difficult tp effect loans Germany although staggering under a heavy load can raise money France is financially i solid Russia although I al-though bard up has so many undeveloped resources that if forced to it can raise indefinite in-definite amounts of money so that the FrancoRussian alliance it would seem has the most money behind it Ever since the Czar decide to make ALEXAXDEK King of Servia which was assented as-sented to by the other powers the situation situa-tion has become more desperate A few days ago the dispatches announced that the Turkish war minister bad called out 0000 reserves which are now being uniformed uni-formed and placed on a war footing It is not a little strange that all these military preparations have their nucleus in one or more of the little principalities lying between be-tween Prussia Austria and Turkey which have been lopped off the last named power Following in the footsteps of his predecessors pre-decessors it is the Czars intention to maintain autocratic sway and the aggran disement of his empire by territorial accessions ac-cessions Servia so long under Turkish rule is soon to pass virtually under the control of Russia as the pusillanimous monarch of that principality is but a creature crea-ture in tho hands of the Czar whose aim it is to completely Russianize all that part of Europe that is dominated by the Turk The placing of ALEXANDER finally on the throne is the first step in that direction It is a notorious fact that all the storms that have gathered that part of Europe have ended by the Muscovite quietly stepping in and gaining his point and inasmuch as Russia i has freed nearly not all those petty states from Moslem rule the Czar thinks it no more than right that he should dictate whom they should have as rulers It is of course for this reason that he takes a large interest in having them presided over by those who are willing to accept of advice ad-vice Russian advice and up to this time the balance of the powers except Turkev are agreed for the simple reason that they have to be aud so thus far it has been a great farce with the laugh every time in the Russians favor Roumania Bulgaria anu Servia as is well understood are nearly as much domineered over now as they were during the worst days of Moslem sway It is a matter of history that shortly after tho conclusion of the RussoTurlrish war had not the powers interfered notably England the cross of Russia would today be floating from the dome of St Sophia in Constantinople in place of the Turkish crescent After the surrender of OSMAX PASHA at Plevna the Turk was prostrate and helpless at the feet of the Muscovite and could only haveponsented to any terms tho Czar might have seen fit to propose That the cession of all the territory named with the right to dictate who should and who should not have the use of the Darda nelles was to be the consideration for the removal of the iron heel was not only understood but openly avowed England through Lord BCACOXSFIEIO stepped in and robbed the Czar of tic fraits of his victory vic-tory Being thus deprived of what he cons con-s his lawful prey Russia has not abandoned the hope of gaining by diplomacy diplo-macy an1 the swor J that which she Jest by diploma and threats of the sword and w th iui rs on the thrones of the pvtnsi I 1 palites whoso only fear is the displeasure of Russia what more could the latter ask under the circumstances As has been properly remarked it is a queer position for a whole continent and its immediate surroundings to be in It is just such a state of things that makes most uncertain un-certain the things that are seemingly certain cer-tain and that is the offending of some rule which can only be explained away bj a word or a blow with perhaps the blow first BISMAHCK feels as though France should be again humiliated and has been trying to pick a quarrel with Switzerland with that end In view France does not want the Pope to remain in Italy while she has designs on that kingdom Austria is anxious to control the Danube to its mouth Great Britain wants to control Egypt and the cast so that she can secure an uninterrupted uninter-rupted line of railroad from Alexandria to China Russia will not be satisfied until she controls Constantinople with a route to the Persian gulf or an outlet to the Indian ocean through Persia or Afghanistan Altogether the outlook is squally and those who think the mills of the gods are grinding slowly on the other side of the Atlantic will doubtless ere many years have passed be able to witness that they grind exceeding fine and very long |
