Show Plans or he Nay WASHINGTON July 270neof the recom mendations likely t be incorporated in the report of Secretary Tracy to Congress this fall is that all vessels built or purchased by tho government be constructed with a view t service in time of war such as the smaller naval vessels Said a prominent official in the navy department speaking of this subject I we are going to have a navy let us build it up by all means in our power and make every vessel owned by the government a part of i to be used for is primary purpose in time of peace but effective for offense aud defense in time of war There are probably a hundred rev en9 cutters lighthouse tendorsand vessels operated in the serviceof the fish commission commis-sion coast survey etc which could bo and should be so constructed as toform a powerful arm of ttso navy in timeof need Asit is they areouilt without regard for the protection oftheir machinery or facil ities for carrying armament Both of these could be provided without materially increasing in-creasing the of the vessels Secretary Tracy in order to carry out this idea of unity in the plan and organization organiza-tion of the navy has appointed a board which will formulate and report to tho secretary sec-retary a general plan to be followed in building up the navy of how many and of what classes of vessels it should consist how much should be appropriated each year for construction within a reasonable period in what time a model or ideal navy should be completed what will be the probable deterioration by wear and tear and how great an expenditure expendi-ture will be necessary annually for repairs and renewals to overcome that deteriorationand generally such information informa-tion as the members of the board possessor possess-or shall be able to collect upon this subject to enable the secretary in his communication communica-tion to Congress t speak intelligently Heretofore there has been no general plan of constructing and organizing the navy proposed or adopted and this action of the secretary is very favorably received by of icials of the department |
