Show NOT OPPOSED TO IMPKOVU3IENT TIHE HERALD has been accused of being nonprogressive because it is opposed to bonding the Territory for money with which to make public improvements This is rather amusing in view of the fact that THE HERALD has ever been foremost in advocacy of public improvements im-provements and has urged the borrowing borrow-ing of money whenever that course was demanded by the necessities of the occasion oc-casion Our opposition to bonding the Territory does not arise from opposition opposi-tion to progress and improvement On thecontrary it is because we favor these things that we object to bonding at this time The occasion does not exist for the expenditure now of more money than should be received by the Territory Terri-tory in the ordinary course of things There is no expensive improTement either required or contemplated and assuredly the ordinary revenue should be sufficient for the ordinary expenditures ex-penditures If it is not sufficient it is time there was an adjustment of the two nu Here again THE HEBALD would like to suggest to the gentlemen in the Assembly As-sembly who are so bent on running the Territory into debt that if they will induce in-duce their respective counties to tax themselves fairly and equitably as the present law proposes the revenue will be sufficient to pay for all the improvements improve-ments which reason can propose If the other counties will deal fairly in this matter and assess their property up to fifty per cent of its cash value there will be no lack of money to pay for all that should be done While Salt more Territorial taxes Lake City pays than Weber including Ogden which claims to be a rival and competitor with this city Utah including Provo which is trying to compete with Ogden in wealth and commercial importance and Cache including the wealthy city of Logan we say while this city pays more Territorial taxes than the three counties namedthe wealthiest in Utah outside of Salt Lake we do not believe it will be fair or jut to bond the Territory Terri-tory So long 33 Salt Lake County in her endeavor to be fair assesses herself for a larger amount than the aggregate assessment of the biz next largest counties in the Territory Weber UtaA Cache Davis Summit and Tooele f we suggest that it will not be right to impose im-pose a public debt on the rerritory While several rich and prosperous counties coun-ties are drawing from the Territorial Treasury as their proportion of the school fund more money than their Territorial tax amounts to will it be right to inflict upon us an interest baaring debt If the assessment rolls are correct and represent the actual Value of the property in this Territory Salt Lake County possesses more than onethird of the total wealth of Utah but the rolls are not correct they do not make a straight showing thty represent only this fact that too many of the counties keep down their own I valuation to ridiculon ly low figures in order that they may sponge from more honest counties While this condition con-dition of things shall exist THK HERALD will be opposed to bonding the Territory Terri-tory but wll not be opposed to progress pro-gress and improvement |
