I 1 A joint resolution in all amendment to section 4 of article ticla 14 of the constitution of the state of utah fixing the ahe limit of indebtedness debt edness of counties cities towns and school districts do it resolved by the legislature of f the state of utah two thirds of all tile the members elected to llach bach of the two houses voting in favor thereof section I 1 it Is proposed to amend section 4 of article 14 of tho the constitution ution of the state of utah so that the same will read as follows 1 4 when authorized to create in as provided tn ift section 3 of this article no county shall become indebted to an amount including existing indebtedness exceeding two tu per couture no city town district or other municipal corporation shall become indebted to an amount including existing indebtedness exceeding four per M antum of tile the value of the taxable property ty therein tho the value to be ascertained by tho the last awes assessment for state and county purposes previous to the incurring of such indebtedness except that in incorporated cities the assessment shall bo taken from tho the ladt assessment for city purposes I 1 provided that no part of the indebtedness allowed in this section shall be incurred for other than tham strict I 1 ly county city town or school district I 1 purposes provided further that tda t any I 1 city of the first class aud and any elty city ot at the second class having over inhabitants when authorized as bided vided in section 3 1 of this article may be allowed to incur a larger indebtedness not exceeding four per additional and any city of the second class having less leas than inhabitants and any city of the third class or town when authorized as afore adoro imald ma may bo be allowed to incur a larget indebtedness not exceeding eight pey pel additional for the purpose ot of supplying such city or town with water artificial lights or sewers when the works for supplying such water lights or sewers ahall be owned and controlled by the municipality sec 2 tho the secretary of at it directed to cause this proposed amend ment to bo be published as required by the constitution and to be submitted to the electors of the state stale at the next general election in the mannet provided by law see sec 3 it approved by tho the electors ol ectore of the state this prop proposed cowd amend ment shall take effect upon the forsi day of january A I 1 1913 state of utah office of the secretary r es or of state 1 I charles S secretary of 0 state of the state of utah do hereby herebi certify that the foregoing to la a full true and correct opy copy of a resolution proposing an amendment to section 4 of article 14 of tho the constitution ot at tho the state of utah fixing the limit ol of indebtedness of counties cities towns and school districts distriCt 3 IN TESTIMONY WHEREOF I 1 have hereunto set my hand and affred the great seal of the state of utah at salt lake city vila this day ot of august 1912 seal 0 S TING MY secretary osmate oV ot slata Mate i
