Show Tlie Making of Post ace Stamps. Among those who this year bid for the contract to manufacture postage stamps for the government was Charles F. Steel, of this cily, and it was found that Mr. Steel's figures were lower than other competitors. Tho award has not yet been made, but there is little doubt that Mr. Steel wiVl secure the contract and thus bring to this city an industry that for twenty-eight years has been in New York. Mr. Steel has been identified with the manufacture of postage Btamps for thirty years. He was with Toppan, Carpenter Car-penter & Co., who made the stamps in this city prior to 1SGI. In that year tlie National Bank Note company secured the contract and the work went to New York city, and Mr. Steel continued in its employ. He is the originator of the present system of keeping the Btamp accounts ac-counts and the check on the production. In this city he will employ 200 hands, a large number of whom will be females.
