Show SAVED THE CITY 859 CONTRACTOr ACCEPTS 210 INSTEAD IN-STEAD OF S1069 Question of Extras to the Green Reeve Company for Laying Water Pipes City Engineer Sustained Last night the City Councils Committees Com-mittees on Waterworks and Laws had under consideration the final estimate of the City Engineer to the Green Reeve company for laying the water main extensions to All Hallows college The Engineers estimate was 52785CC and accompanying the estimate was a statement to the effect that the contractor con-tractor was behind time fiftytwo days In completing the contract which at the penalty provided 10 a day made 520 which might be deducted from the estimate The contractors claimed 1069 for extras whereas the Engineer had allowed al-lowed them only about 1SO In the estimate esti-mate They also objected to the deduction deduc-tion for delay and claimed that It was caused by changes made In the specifications speci-fications errors of the City Engineer In measurements and conflicting orders given by the Board of Public Works and the City Engineer Mr Green was present and with some warmth urged his claim for extras The City Engineer said he had made adequate allowances for extras In regard to the penalty however he said he had been unable lo find out how much of the delay was caused by the contractor and how much by the Board of Public Works because when he sent his clerk to obtain a copy of the records of the Board of Public Works In the matter the clerk of the board had refused to show them staling that Chairman Dooly had so Instructed him The Engineer however said ho felt j confident the delay was not all time fault of the contractor Chairman Thomas thereupon telephoned tele-phoned lo Mr Dooly for Information as to why access to the records had been refused the Engineer and reported to the committee that Mr Dooly said that It was a mistake that he had not in slruclcd the clerk not to show the record of the Green Reeve matter that It was some private letters which were in the records that he had told the clerk not to show Mr Kelsey Canning and Fernstrom favored nc decdlng to the contractors demands while Davis Tuddcnlmm and Ilarten stein thought the Engineer was right In protecting the city in the matter of tho extras and expressed themselves as determined to uphold the Engineer in his position One Item of 30 it wits thought the contractors were entitled to The Engineer had instructed them not to lay a certain piece of pipe The Beard of Public Works Instructed them to lay it and they did so and afterward after-ward it had to be taken out This was thought not to be the contractors fault and they were allowed the t30 Mr Green made a big talk urging that he was entitled to the full 1060 for extras but the committee was firm arid Ivelsey said there were no errors in his measurements Green finally agreed to accept the 30 in addition to the 1SO allowed and the committee waived the enforcement of the penalty for delay de-lay and will recommend to the Council that the estimate be approved and the amount with the 30 added making 15GC be appropriated as full settlement settle-ment |
