Show Civil Service Reform League BALTIMORE April 29At the meeting of the National Civil Service Reform league papers were read as follows Application Applica-tion of the Reform System to Public Laborers Charles T Russell of Massachusetts Massa-chusetts Postmasters Method of Appointment Ap-pointment Term and Tenure R F Woods George William Curtis was unanimously unani-mously reelected president At the afternoon session a letter from William Dudley Fouke of Indiana to President Harrison of the date of December Decem-ber 26 was read It called his attention to the fact that civil service commissioners 1 had repeatedly urged that the civil service law bo extended to postoflices having twentyfive employees or more yet during three years Harrison has not done so The President in reply on December 31 after promising be had not timo to discuss the matter at length said My thought was the first thing to do was lo satisfy the country tho law was being faithfully and impartially administered as to offices already al-ready classified I think a good deal has been accomplished in that direction and there has been an important extension of the classified service Tho subject presented pre-sented by you as well as some other suggested movements has been having and will have my consideration But I am not now prepared to announce any pro gramme The report of the committee on resolu tions was pretented and adopted The resolutions commend what resolutons has been accomplished ac-complished by the administration in the way of reforms but says The solemn promises of the Republican platform of 1SSS havo been broken the voluntary pledges of the President unfulfilled and tho claim of the Republican party however how-ever strong to be the party of civil re form has not been sustained by the course of the administration and at this gross broach of plighted faith tho National Civil Service Reform Servie league earnestly protests pro-tests In the discussion which preceded the adoption of the report Dorman suggested that it include the endorsement of Harri son because in the appointment of nine new United States judges ho named two Democrats The suggestion aroused opposition The discussion waxed warm when Schurz offered a substitute The Presidents judicial appointments are signs of progress in the right direction This was adopted |
