Show I tho House WASHINGTON April 29 This morning the speaker called attention to the fact that at the time of adjournment yesterday the Beargantatarms was given warrants for i the arrest of absentee members and called cn that officer for a report He said nineteen nine-teen warrants were placed in his hands Seven be was unable to find and the other twelve promised to be bere this morning morning The speaker stated this action in allowing members to give their parole to appear was in accordance with his instructions to the Bcrgeantatarms The delinquent members mem-bers were then summoned to the bar of the House to present excuses Bowers of California appeared first Ho said his chief offense consisted in being caught He went home yesterday to answer letters of persons wanting pensions or postcfnces or persons who did not want somebody else appointed postmaster He had no intention inten-tion of breaking the rules of the House A motion to excuse Bowers was made but many believing tho arrest of mem bers for neglect of duty was not mere childs play demanded the yeas and nays Before the vote was announced the point of ordor was made members under arrest had no right to vote After considerable sparring between the Democrats Demo-crats and Republicans the speaker overruled over-ruled the point of order on the ground he bed no right to order a members name eliminated from the roll Bowers was excused ex-cused 130 to Go The remainder of the delinquents were then excused on more or less frivolous grounds and after touching some unimportant matters tho House went into committee of the whole on the calendar calen-dar Tho Sibley tent bill was laid aside with favorable recommendation After an i amendment referring the claim to the court of claims for adjudication the Hiram Johnson John-son bill occupied the remainder of the session ses-sion Without action the acton committee rose and tho House without disposing of tho I Sibley bil took a recess until S oclock this evening The House did nothing at tho evening session Represehtative Bailey of Texas intro duced an amendment r the rules which i adopted will B5Sa large attendance in L the House and relieve that body from tho embarrassment from which it has suffered I sufered lately The amendment directs the ser geantatarms to withhold the monthly pay of a member till he has filed a written statement that he was present in the House during the preceding month I he was absent except on account of personal sickness sick-ness or sickness in his familytho sergeant RerEeant atarms is to deduct his salary for the days absenco as provided in section secton 4 of the revised re-vised statutes Any violation of the rule by the sergeant shall mako him liable on his bond for all yayments made contrary to the provision of section 4 |
