toward which aU efforts are now being made DISeREPANCIES CLEARED UP Much Interest was aroused today by the dispatch from St Petersburg giving 0 the full text of the Russian proposal as It cleared up some discrepancies which had existed owing to the oral nature of the communication made to this Government Gov-ernment by the Russfan Charge By far the most Important question it I makes Is In disclosing that Russia has not ordered her Minister and troops to Withdraw from China as was stated a in the American paraphrase oC the proposal pro-posal but that she Intends to recallS recall-S De Glcrs and his staff Hto Tien Tsin whither they will be accompanied by the Russian troops In short Russia Rus-sia haa not announced a purpose to r withdraw from China but only to withdraw with-draw from Peking PLAN WILL BE CONCURRED As the negotiations progress the view S Is strengthened among olllclals that the i RusadAmerican r > lan of withdrawing IranuPeldnff ultimately will be concurred z con-curred In by all the powers In < diplo matic quarters this outcome Is looked upon as practically assured It Is S pointed out that If the Russian American Amer-ican and Japanese troops are withdrawn EF with-drawn from Peking the other powcis would not have 5000 men remaining i there which would be a force utterly inadequate to garrison and defend the capital The British force now at Peking Pe-king Is said to number 3000 men and I the German force Is only a few hundred hun-dred On the other hand the Russian 4 and Japanese contirgents are very T large and With their withdrawal the
