I A Little "Conspiracy" in Washington. Washing-ton. Washington, December 13. Thomas G. Morrow, editor and proprietor of the Gazette, of this city, was arrested to-day on a warrant war-rant sworn out by A. T. Bissel, charging him -with conspiracy in procuring the appointment ap-pointment of Frank Thomas as clerk of the Agricultural Department. Thomas is not performing any service for the Government and is paying lis salary over to Morrow. A similar warrant was issued for General Carmen, Car-men, ex-Chief Clerk of the Agricultural Department, De-partment, who is not at present in the city. Morrow was released on bail. .
