In transmitting the report, the President says: "The proposed pro-posed legislation does not involve any additional addi-tional appropriation, and the necessity for the authority requested is urgent." He therefore recommends an early and favorable favor-able consideration of the subject by Congress. Con-gress. The report states that from the information in-formation received from the Governor of Montana, and from an inspection of the department de-partment it appears that the Indians are in a deplorable condition. Many of them are almost naked, with the rigor of winter upon them, and all of them are suffering for want of food. The report statea that the sum of $50,030, appropriated in the act of March 3d 1. Wil li last for relief of distress among the Indians, cannot be applied to the relief of these Indians In-dians because they have treaty funds, though totally inadequate for their proper support. The Secretary therefore recommends that Congress authorize the use of $12,000 from the appropriation to meet the urgencies of this case. " . . . |
