Field of Senator Edmunds' bill regarding the Government's control of the telegraph. He says : "In my opinion the time has come when the Government should purchase all the telegraph lines in the country. coun-try. A law should be passed by Congress making all purchases, so that every company I should be bound by the matter. Every tele-I tele-I graph company should select an arbitrator 1 and the Government choose another. If these two disagree, they ought to choose a third, who should be a man thoroughly experienced ex-perienced and regarded as an expert in the business'. These arbitrators should have power to examine the reports and accounts, so as to arrive at the actual net profits." |
