TERRITORIAL TERRI-TORIAL GOVERNOR ANSWERS CALL AFTER BUSY LIFE Was Postmaster of Salt Lake For Sixteen Years; During His Governorship Signed First School Law in Utah Salt Lake. Arthur Lloyd Thomas, governor of the Territory of Utah from 1889 to 1893, died at his home here early in the morning of September Septem-ber fifteenth. The former governor is known to have been in ill health for a considerable time, but his death was unexpected inasmuch as many of his friends had s-een him on the street a day or two before his death. Governor Thomas, as he was generally gen-erally known, was born in Chicago, August 22, 1851. He moved with his parents to Pittsburg, Pa., when a child, where he was educated in the public schools. He became a telegraph tele-graph operator at the age of 17 and attended night school. At 19 years of age he was appointed as a page in the White House. Soon after he became a committee clerk. In 1S77 , he was made chief clerk of the house of. representatives. In 1879 he was appointed secretary of the territory of Utah and in 1S80 s-upervisor of census for his state, in connection with his secretarial duties. j He held the position until 1S8G, when he was appointed a member of the Utah Commission by President Grover Cleveland. He continued thi3 work until 1SS9, when he was- ap- pointed governuor of Utah by Pres ident Benjamin Harrison. This position posi-tion he held until lff-3. In 1898 he ! I was appointed postmaster of Salt i Lake. This position hs held for six-i six-i teen years, until the election of ; j President Wilson. Governor Thomas 1 was a personal friend of President McKinley, having been his commit-j commit-j tee clerk while in the national capi-1 capi-1 tai. i In 1816 he was appointed as a I member of the mint commission by President Wilson. He was reappointed reappoint-ed to this- position in 1923 by President Presi-dent Coolidge. He held a commission under every president from President P,. E. Hayes to President Coolidge, the only exception being president Harding. While governor of Utah the free school bill was passed with his influence influ-ence by the legislature ar.d itemed by him. In 1890 he called the first na tional irrigation congress to meet in Salt Lake. In 1891 he called and was chairman of the first international co:;irress held in Los Ar.gees. He I was one of the organizers and prcsi dent of the Cambrian association in 1892. He was also a charter mem-I mem-I ber of the Alta club, i In 1890 in connect. n with p. H. Lannan. Fred J. Keisel, Howard Se-' Se-' bree and Governor White of Montana. he formed the Idaho Irrigation and j Colonization company, whuh built i the first irrigation canal from the Boise river toward the Snake river.
