Charges by Germany J that England and France are violating the declaration of London, previously presented by the Berlin foreign office to Ambassador Gerard and representatives represent-atives of other neutrals, were published pub-lished Monday from the embassy here. The paper says Germany has thus far etrictly observed the declaration of London and lias not changed its attitude, atti-tude, despite the "flagrant violations committed by its adversaries."
