Will Not Agree to Convention Such as Was Held at Aguas Calientes, Declaring He Will Not Match Votes With Villa and Zapata. Washington. General Carranza has informed the state department that he is willing to confer with representatives represen-tatives of Villa and Zapata on the subject of establishing peace in Mexico, Mex-ico, and that he will guarantee safe conduct of the envoys of the other leaders whenever the conference is arranged. He has iufomed this government, however, that he will not participate in a convention such as was held at Aguas Calientes, where the questions at issue were put to a vote. As Carranza Car-ranza has expressed it to the department, depart-ment, he has no intention of "matching "match-ing votes with Villa and Zapata." At the same time Carranza has told this government that he will make formal application for recognition by the United States as soon as he establishes es-tablishes his government in Mexico City, which will probably be within the next few days. From these declarations dec-larations the state department interprets inter-prets Carranza's attitude to be that he is willing to talk peace with Villa and Zapata, but that peace cannot be arranged unless his supremacy is recognized.
