Show Conserve Basic Resources-Soil And The Water The p.incipal objective in forming form-ing a Soil Gons.rvaticn District is i. conserve the basic resources soil and water. When .:.feanized, this Board of Supervisors Super-visors shall approach the stated bjective in the following manner: First: Organize an Advisory Corumittee which shall consist of rrprtsentative farmers, livestock -i on, business men, and members ci State and Federal agencies. Second: Prepare in cooperation with the advisory group a District Pr-gram, which shall include a comprehensive statement of soil and water conservation problems na leajmmended changes in farm ana iange practices to provide fcr permanent and prcfitable agricultural agricul-tural and livestock industries witrh-Uia witrh-Uia district. lrmd: D.vise and inaugurate a -j.btrict Work Plan (with particu-a. particu-a. ro.ert-nce to private, state and ;-umy lands). In the preparation of this plan .lie Supervisors will bi assisted by Farm GVmrnittees, Livestock Committees, Com-mittees, Slate Agencies and Federal Fed-eral A&encies. Soil and water conservation methods shall Include: Wc.k on farm lands such as improved cul.ural methods, proper application cf irrigation water, etc. Work on range lands, such as rese.ding, construction of drift Tences, improvement of stock watering wa-tering faculties, retention cf runoff, run-off, etc. Work on wooded lands, such as planting of trees, prevention and suppression of fires, etc. W.rk on idle and abandoned lands, to maintain them for future iossible use. Work on eroded areas adjacent to and affecting or affected by roads and highways. Work cn flood damaged areas where flood control structures will be proposed only when proper land-use land-use practices are in effect on the related Wiater yielding areas. Supervisors, shall approach " the consummation of this Work Plan in the following manner: First: A program of Education shall be carried cut to acquaint land occupiers with the proposed Work Plan and to inform all concerned con-cerned as to the provisions cf the S'ate Soil Conservation Districts Law. Supervisors will be assisted in the educational program by organized or-ganized groups of farmers and livestock men, by the State Soil Conservation Comjmittee, by the State Extension Service, by the Soil Conservation Service and other oth-er Agencies. Sec nd: A plan of operations for the bringing about of the work proposed pro-posed will be formulated in cooperation coop-eration with all available work 3e,encies, including the Soil Con-STvaticn Con-STvaticn Service and the Agricultural Agricul-tural Extension Service. Third: The Supervisors will begin be-gin the execution of the proposed work; some cf which will be undertaken un-dertaken cn a District wide basis, s me cn special areas, and some on individual holdings. Fourth: The Supervises shall iirect the work to be undertaken. The Spervisers may be assisted in this supervision by the Soil Conservation Con-servation Service, the State Committee, Com-mittee, the Agricultural Extension Service, cr by organized committets of farmers cr livestock men. Personnel Per-sonnel from the agencies named may be assigned to work with the Supervisors. Firth: District Supervisors are authorized by law to enter into ag eements with Governmental or ..ther Agencies for the purpose of sccu ing aid in the carrying out of the Work Pre gram. Individuals or organized groups of land occupiers may continue to enter in'o cocperative agreements wiht the Soil Conservation Service, the Agricultural Extension Service and ether agencies when such agreements con'ribute to a successful success-ful long-time land use program fcr the District. The original District program and Wcrk Plan will be revised and expanded from year to year, as experience ex-perience and additional informa-ti informa-ti n indicate the need for such revision. Soil Conservation Districts do not have authority to levy general taxes or assessments. However, I when pr; posed work results in a direct benefit to land occupiers, contributions ( f labor, equipment or materials may be required as a condition to extending such assistance. assist-ance. Wild Life Regulations may not be recommended except for the purpose of conserving soil and water, as provided in the Act. |
