Show Dr. A. C. Lambert Presents Unfiased Facts On State Welfare At Lions Club Meeting Dr. A. C. Lambert, Dean of BYU Summer School and research ex-1 pert on State Welfare under two j governors presented unbiased facts I to the Pleasant Grove Lions club Wednesday evening. The Welfare j Program includes two phases of ( Relief, 1. direct assistance to the needy and 2, support of the three institutions for the underprivileged. underprivileg-ed. These institutions are very much underfianced. The direct assistance has been mis-interpreted and mis-applied. There is no law creating a pension pen-sion for any persons of any age. The law was created as an insurance insur-ance program against old age and dependence, providing that all persons per-sons in the state contribute to a fund which will be ultimately used for their maintenance in old age. It provides no contribution to old age as such. The program has become a political pol-itical expedient for all politicians of all parties. The result is that "pensioners" have come to feel that anyone who questions their right to receive all they can get is an enemy. On the other hand the burden bur-den of the present interpretation is becoming a horsewhip that is over-taxing business. No consider-ation consider-ation is given to the economical soundness of the future ability of the citizens of the State to pay. The Sales tax was not created for old age assistance but as a temporary tem-porary measure to raise funds to finance the State government. Dr. Lambert made ap appeal for all young people to be taught in school from junior high through college that they will be old some day & that they have the responsibility respon-sibility to work and provide for their own old age. Also that the welfare program be taken out of politics. The musical program by the health and safety committee and introduced by Dr. G. Y. Anderson was two vocal solos and a piano number by the Misses Carolyn Thompson and Audrey Dotson of the BYU. |
