Show County Commissioners Hear Residents of Subdivision complish this. He suggested if the Commission Commis-sion felt strongly enough aliut this they should write a letter to Dr. Clark Ballard at Utah State University. Justices of the Peace James Kilby and Reed Warner, Sheriff Ron Robinson, Attorney Alan Frandsen, Patrolman DonFac-er DonFac-er and Randy Taylor were asked if there were any problems pertainngto their duties and each was given an opportunity to express himself. Mr. Facer asked if the County had gone back to the three precincts pre-cincts in the Justice of the Peace system? He was informed by the commission that the three precinct pre-cinct system was in force. Judge Kilby expressed his Wendell Stembridge, Summit County Road Supervisor, will make a survey of all rivers in the County to see that no obstructions ob-structions are located in various channels which may create flood problems. Commissioner Carlos Porter reported the Army Corps of Engineers would help on the project with no charge to the County. During the regular meetingof the County Governing body Commissioner Koy G. Page made a motion that sewer cutoffs cut-offs be reduced to $10 and for water line cut-offs a $6 fee be charged. After some discussion on the matterSummit County Planner Grant Orton and County Coun-ty Attorney Alan Frandsen where directed to make the necessary changes in the ordinance. or-dinance. Doctor Marden Broadbent, Utah State Extensions Service, heard Commission Chairman Mel Flinders comment that it seemed Summit's Extension program lacked some of the old fashioned methods of contacting con-tacting local people. It was the opinion of Commissioner Com-missioner Flinders that the specialists are all excellent people and well trained but it seems the contact and input of the older County Agent systems is lacking. Dr. Broadbent answered by stating that after the Governor set up the different areas in the State, Mountainlands being one, that the education people at Utah State felt they would go along in this direction and staff the Extension Service to ac- thoughts that two precincts were absolutely necessary but not three. The Judge strongly advocated ad-vocated changing to two precincts. pre-cincts. Mr. Warner pointed out that at present there are three elected elect-ed Justices of the Peace and that any change of the existing precinct system would at this time create three illegal justices. jus-tices. Sheriff Robinson asked for the Judges' comment on which types of offenses they will pass sentences sen-tences and on which types of offenses of-fenses they are prone to suspend sus-pend sentences. The Sheriff stated if he knew the offenses which are normally dismissed, he would not arrest people for these violations, but would issue warning tickets. It was the opinion of the Justices Jus-tices of the Peace there should be co-ordinationontheSheriff's request and that they should meet as a group once a month to discuss this and other current cur-rent problems which may arise. They set a meeting time on the first Wednesday of each month at 5 p.m. Commissioners heard a request re-quest on roads in Silver Creek Estates Subdivision. Appearing on behalf of residents res-idents in the subdivision were Hilma Thirkill, who acted as spokesman, Beverly Pace, Stanley Pace, Robert C. Richardson, Rich-ardson, Rose O. Allred, Eugene Allred, Ruth Richardson, and Ruby Pederson. The residents asked what steps they could take to get the (Continued on Page three) County (Continued from Page One) road into Silver Creek Estates paved or at least maintained? Commissioner Flinders explained ex-plained the County had not accepted ac-cepted the roads. The group pointed out Commission Com-mission minutes indicated the roads had been accepted as County roads. Questions were asked as to why the county would not push snow from the roads without having them paved? Commissioners Commis-sioners explained the roads were not well enough constructed con-structed to hold up the equipment equip-ment necessary to push the snow. Water and sewer problems in the area were also discussed. discus-sed. The Silver Creek residents asked if the Court ruled the roads in question were County roads then would the County maintain them? It was the unanimous un-animous opinion of the Commissioners Com-missioners they would be bound if the court ruled the roads be-mged be-mged to Summit County. The residents indicated they would consult their attorney on filing a court action. Summit County Planner suggested sug-gested the resdients consider having their Service Area provide pro-vide road services. Commissioners agreed to vacate Park View Drive and Midway Street in Summit Park Subdivison acting on a request of Victor Sagers. Mr. Orton recommended the commissioners review the newly proposed Zoning Ordinance. Ordin-ance. It was the decision of the Commission to set up a special meeting for the purpose of considering con-sidering the proposed ordinance ordin-ance Monday, April 16 at 8:30 a.m. at the Courthouse.
