The doctor is somewhat proud of the record Idaho Is making as to mental men-tal equipoise. He says there are only :tM Insane in the two mental hospitals, hospit-als, which, for a state of 100,000, i a very low percentage, the average over the world for every 100,000 of population popula-tion being 23 1. The newspaper representative and Ir. Rich thought Dr. Hoover was no ii 1 1 Id mannerod sort of rxxister when bo claimed 40Q.000 for tho Gem state, but the head of the asylum Retired them the census taking, now in progress, pro-gress, will proxe the correctness of his estimate, and, be added by way of emphasis: "Wo will have population enough to demand two congressmen, mark my word." Being an authority on insanity, Dr. Hoover was asked if he had followed the Tbaw rase closely and what opinion opin-ion be had formed. He said that, after af-ter careful reading of the testimony, he was convinced that the slayer of Stanford White is a paranoic and should be Incarcerated. "All men, you Know, may have the abnormal condition of mind known as insanity, but men like Thaw are paranoics par-anoics who are Impulsive, Irritable and constantly feeling aggrieved In other words they are walking around with chips on their shoulders and are bet-tpr bet-tpr off where they are under restraint than to bo at large." Dr. Hoover says there Is a somewhat similar case in Idaho, that of a man named Fleming, who Is In danger of being executed, but who Is an Irre-8Kr.6lble Irre-8Kr.6lble and a paranoic and should be saved from the gallows and placed in an asylum. j It has been 16 years since the doctor's doc-tor's last visit to Ogden and the changes time has wrought are being noted by tbo distinguished Idaho official. |
