I'realdent Taft today 6ent a special message to con-grpsa con-grpsa prglng relief for a numher of workmen injured on the Panama canal, can-al, prior to the passage of the ace of May 30, 190S, which definitely fixed the compensation to be allowed Injured In-jured employes or to be granted their families in case of death. . In hia message the president said: "It needs no argument to establish the obligation which the government of the United States Is under to pro-ide pro-ide relief for Us employes who aro permanently disabled or maimed and for tho families of those who arc thus Injured or killed, through no fault of their own, while employed upon work of such hazardous character as that connected with, tho construction of the Isthmian cana). This obligation Is recognized by thc act of May ?.0tb, 1903, and by section S. of tho Panamu canal bill, .'H. R. 1231G," now pending before thc congress. It seems right that some general law should be en acted which will enable a reaaonablo allowance to be made to employes who wero permanently disabled or maimed and to tho families of thoso who were killed In accidents occurring occurr-ing prior to that date, through no fault of their own." |
