Show CONFERENCE1, REPORT . Children Should Be Kept With Parent, When Practicable, Practi-cable, Leading Feature. Washington, Jan. 26. "I shall sen.l a special message to congress," said President Roosevelt, at a dinner in connection with the conference for dependent de-pendent children, tonight, "recommending "recom-mending the establishment of a federal fed-eral children's bureau, and a law for the District of Columbia, and the federal fed-eral territories, which shall apply tho principled and methods you advocate in practical fashion." The president asserted that in institutions insti-tutions of all sorts there should be the "utmost possible care to have no em-ployo em-ployo who is not of tho best possible character in any position which will bring tthat employe in contact in any way with the children. It is an evil thing to have a bad public service in any capacity."' He expressed the hope that the state legislators would not perservere in a course of conduct which means a refusal re-fusal "to do each its duty by its neighbors." neigh-bors." Washington. Jan. 26. Voicing the statement of nearly two hundred delegates dele-gates tho conference on the care of dependent children today adopted a report as to its conclusions as to the most practical plan for promoting tho welfare of neglected children. President Roosevelt was asked to send a message to congress during the establishment of a federal children's bureau, the duty of which shall be to dlssimlnate accurate information in regard to child care work and the needs of the children. President Roosevelt, who Initiated the movement, listened to the reading of the report and then gave expression expres-sion to his own views. Briefly summarized, the conclusions of the conference follow: Children of worthy parents should, as a rule, be kept with their parents: homeless and neglected children, if normal, should be cared fbr in families, fami-lies, when practicable; child-caring institutions in-stitutions should be on the cottage plan; states should insert all agencies caring for dependent children; educational educa-tional work of Institutions caring for dependent ihlldren should be supervised super-vised by state educational authorities; aerencies caring for children should co- operate to ascertain and control causes of dependencies; prohibitive legislation legisla-tion against transfer of dependent children between states should be repealed. |
