OCR Text	Show World's Best Clock. The world's best timekeeper Is said to be the electric clock in the basement base-ment of the Berlin observatory, which was installed by Prof. Foster in 1863. It la inclosed in an air-tight glass cylinder cyl-inder and has frequently run for periods pe-riods of two or three months with an average daily deviation of only fifteen fif-teen thousandths of a second. 1
