Tho question was, "Should interstate in-terstate rates apply on the entire movement, or should state rates be applied when any single movement was wholly within a state." The commission holds that where such parties move from point to point within a state, and pay from point to point as they go, tho transaction being be-ing complete in each caso, they have a right to any advantages there may be in state rates, but baggage may not bo checked through to ultimate destination in such a case, nor may anything cl6e be done not in conformity conform-ity with the complete transaction. |
