Jan. 26 The governing govern-ing body of the international labor organization or-ganization held its first meeting today in conformity with the -decision of the labor conference in Washington in November. No-vember. The board verified the credentials of the various r6presentatives in Its membership accredited to the governments, govern-ments, the employers and the labor interests, in-terests, all o whom were present except ex-cept the Canadian delegates, who were delayed en route and the Americans absent because of tho non-ratification of the treaty creating the labor organization, or-ganization, embodied in the pact of Versailles.
