Morris and the executive committee, is being present-' present-' ed to directors of organizations in Ogden Og-den and Weber county, t The statement of the executive com-(mittoe com-(mittoe follows in part: J "Business and professional men and civic and religious organizations of the I j state of Utah are co-operating with the 'state board of education and the school superintendents of Utah in a statewide state-wide educational campaign for improv-1 'ing public school education and for a: imoro practical preparation for living ! in Utah. J "Tho objectives of this campaign are to create public sentiment which, will arouse boards of education toj make provision for putting in force I in the counties of the state the recently re-cently enacted laws for improving pub-' lie school education and to inform the1 people of the needs of their school I system. One of the most important objectives which will be presented in ' the educational campaign, February 6' to 15. is supervision of out-of-school I activities over the entire twelve I months, I "Tradition has said that education' consists in certain hours of Instruction Instruc-tion in classrooms in the subjects com-' monly recognized as constituting pub-i lie school education. This tradition,1 however, has been outgrown by reason I of modern conditions of living. Edu- cation should reinforce the home and! the church in directing all rightful ac-1 tivilies of youth up to age IS, whether in school or out of school. "There is one recognized public organization or-ganization intrusted by the state with ihe education of youth. This is the city or district board of education. By reason ot the law recently enacted providing for education supervision over the entire twelve months, the state of Utah, through its governor I and state legislature, has nractienllv declared that education shall be a' continuous process from January l. to ' December 31, carrying Its method with the needs of the child, the sessions and the home and community environ-, ments. Boards of education should engage sufficient principals and teach-1 ers for the entire twelve months to supervise children from 12 to IS vears of age. "Can real progress be made by taking tak-ing nine steps forward and three backward back-ward each year? "The suggested plan for. civic and patriotic service education extending "All pupils under IS will register at' the beginning of the school year. Pupils Pu-pils that must be excused to enter employment will be enrolled in a part-' time school. This registration will be closely checked with the annual school ' census provided by law. "All pupils will bo encouraged to enroll in at least 'one class that functions func-tions over twelve months, and for which school credits will not be given before the end of the twelve months.! for example: Smith-Hughes courses in agriculture and home economics, also courses in trades and Industries and farm mechanics, courses incom-munity incom-munity civics, personal hygiene, phy-l nical eduation and music. (It is. reog-nized reog-nized that these classes will be in! part experimental, but Inasmuch as1 they arc based on sound reasons theyj' should succeed.) " "Pupils not regularly enrolled in,1 such classes, such as part-time pupils, : will be placed in group for vocational ': placements and guidance and the spe- 1 cial duty of the twelve- months school worker will be to concern himself with tho nature, kind and extent of the work in which the pupil is engaged, and the initiative developed and the!' progress maintained in such work. h |
