March 14, 10 4? a. m The party leaders marshalled all their forces In the house of commons today for tho discussion of the issue of protection pro-tection versus free trade, as brought up by the proposed India cotton goods duty. Tho government's resolution of brlnping the matter before th' house was In the form of an ex-' pression of gratitude to India for its elft of 100,000.000 pounds toward the expenses of the war. with paragraph living consent to the increasing by India of the import duty on cotton goods from 3 1-2 to 7 1-2 per cent. The cabinet found itself in a slightly easier position than had been expected, expect-ed, owing to tbe general sentimen among the more moderate men on both sides against precipitating a cabinet crisis and general elections in the midst of the war. On this ac count many members who are ardent freo traders and are opposed to the cotton goods measure decided to -how their displeasure merely by abstaining abstain-ing from voting. The Ianeashire men. however, determined to press to a vote their amendment providing that an internal in-ternal duty on India made cotton goods should be imposed so as to counterbalance exactlv the import duty. no |
