For forty years the story of the "pork barrel" has been repeated with the regularity of the adjourning of congress, and for forty years or more high office has been given to the faithful servants of party rather than to tho?e qualified by experience and education to serve the public. Here in Utah the placing In offico of men who were nothing more than politicians became so notorious that those who were thus rewarded were designated "Tho Federal Bunch." Every federal appointment made during dur-ing a long period of years wont to the log rollers, the schemers and the bosses, without regard to fitness. It is rather late in the day to talk of changing those conditions. nn
