Spry to meet H in Salt Lake City on April 20, to con- m 1 slder the alfalfa weevil ravages and H plan a concerted movement to over- H come the pest which is rapidly spread- H ing all over the country. H , The Governor, In making the call, B H I "It is only a question of time until H jj the entire west will face the situation H ' which now confronts Utah and parts H I I --,.., of Idaho and Wyoming; when the states east of the Rocky Mountains will follow tho example of the western west-ern states and place restrictions on shipments from the west of quarantined quaran-tined articles which now include fruita and vegetables, hay or all kinds, straw, live stock, grain, nursory stock, alfalfa al-falfa seed, household goods and bees in hives. Utah has suffered from these conditions and is in a position to know the full meaning of what is in store for other states. In the light of scientific investigations which have been made relative to the spread of the weevil, the quarantines which have been promulgated fail in protecting pro-tecting the state which originated them, because they are inconsistent with each other and with the facts and are enforced without co-operation between the states. These regulations taken ns a whole are, therefore, not only burdensome but futile. The western west-ern states need a carefully planned uniform system of regulations which will afford the maximum protection against the spread of the weevil with a minimum of disturbance of comj Imerce. This will then put us In a consistent position to resist Irrational quarantines when the Infested area becomes larger. At present Utah is tho chief sufferer from both the alfalfa al-falfa weevil and the present unsystematic unsyste-matic efforts to restrict" it." The conference should consider not only quarantine regulations but also the loose farming methods, which aid the spread of pests of all kinds with which the western farmer must con-lend. |
