Karl Mitchell, city manager og Sherman, Tex., was the first speaker on today's program. Mr. Mitchell discussed dis-cussed municipal cost, his address be-jng be-jng roplete with data on that subject sub-ject and including a discussion of scientific methods of recording and value, A discussion followed in which F. JL Lockwood of San Diego, Cal., was the principal speaker. City mahagors' reports of accomplishments accom-plishments wore read at a round table ta-ble meeting later today.
