NEW YORK'S CONSTITUTION. New York's defeat of the proposed new constitution is one of the surprises of the election in other states. The constitution had been framed by the most capable lawyers and students of sociology in the Empire State, and many of the best reforms advocated by the American Bar association were incorporated, incorpor-ated, providing for the simplifying of proceedings in.court. One objection to the proposed change was based on the fact that the new constitution would have to be interpreted by the courts and nearly all the legal precedents of the past would be wiped out and chaos would reign until the courts had made new rulings. There must be a beginning in that direction andVe would be pleased to see Utah take up tho rejected constitution, remodel it to this state 'speeds and submit it to the people. The eliminating of petty technicalities from the practice of law alone would justify3 the change.
