Show GEN. CARRANZA URGESREFORMS Mexico City, Oct 6 General Venu stlano Carranza proposed the follow ing reforms for Mexico in the state ment which he submitted last week, when offering his resignation in the conference of constitutionalist gen erals and governors: "Assurance of municipal liberty, division of national lands and ot lands which the government may purchase pur-chase from large holders; exproprla tlon of lands In the vicinity of municipalities mu-nicipalities of 500 population or more, the proceeds to be used in erecting schools, markets and court houses; obliging all large business interests to pay weekly and in coin all their employes, limitation of hours of labor la-bor and of Sunday work, workmen compensation laws for injuries; Just taxation of land; tariff laws intended intend-ed to help the poorer classes; importation impor-tation of necessities, such as the country' does not cultivate and reformation re-formation of banking laws to permit the establishment of state banks. General Carranza proposes giving tho marriage contract a civil character, char-acter, at the same time taking away all undue intervention of state officials, offi-cials, establishment of absolute divorce di-vorce laws when both parties consent, and the general betterment of the working classes. |
