Show uu COLONEL GOETHALS TO BE GOVERNOR Washington, Jan. 16 Secretary' Garrison submitted today to President Presi-dent Wilson his plan for the permanent perman-ent government of the Panama canal zone. While the secrotary would not disclose its features, it is understood It contemplates making Colonel George W Gcethals the first governor of tho zone, with plenary powers, and would create from the retiring mem hers of the canal commisplon a new-commission new-commission to take charge of the ceremonies preparing for the opening open-ing of the canal in January 1915. The impression in official circles is that President Wilson Is In accord with Secretary Garrison and that Col onel Goethals alone Is to be charged with thp administration of the canal, which, as chief engineer, he had constructed. con-structed. Unless Colonel William C Gorgas is made surgeon general of the array, or chosen for some other important work, he will be continued with the other members of the new commission, commis-sion, whose salaries are to remain the same, but who will serve only until the canal is opened oo |
