Steel was scaled down because of the definite roports of declining business. The railroad list again reflected tho influence of dwindling earnings. Lehigh Valley's Val-ley's February net revenue decreased $582,000. Operations on the short side were light and declines were small. The market showed inability to absorb tho stocks which a rise would bring out. Outside interest in the market was virtually dead.
