CAPTAIN RODMAN IS GIVEN APPOINTMENT Panama, Jan. 27 Captain Hugh Rodman of the United States navy, was today appointed chairman of the board of local inspectors to serve during dur-ing tho absence on leave of Lieutenant Lieuten-ant Colonel William V. Judson, engineer engi-neer corps, who is on his way to the United States. Tho appointment of Captain Rodman Rod-man is regarded here as the forerunner forerun-ner of his nomination to a high office when tho Panama canal Is operated under a permanent government. Lieutenant Colonel Judson, while on leave, Is expected to appear in Washington In connection with an Investigation In-vestigation begun in 1913, after he left office as engineer commissioner of the District of Columbia.
