Show GQETHALS NAMED J FOR GOVERNOR President Signs Executive Order Or-der Putting Into Effect Permanent Per-manent Government. IN OPERATION APRIL 1. L Colonel to Be First Chief Executive Ex-ecutive in the Panama Zone. OJn Washington, D. C, Jan. 27. Prosi dent Wilson today signed an executive pp i order putting into operation on April - 1, a permanent government for the Panama canal zone and naming Col. George W. Goethals as the first civil governor. Name Goes to Senate. Secretary Garrison made the an nouncemcnt as he carried away the executive order from the White House He said Colonel Goethals had not yet been officially informed, but that he would be as soon as his name was sent to the senate, probably prob-ably some time today. Mr. Garrison said the cabinet meeting was devoted largely to a discussion of the Panama canal government. He added that the question of foils had not been discussed dis-cussed and that the executive order merely makes provision for the collec tlon of such tolls as are provided by-la by-la w. The permanent government of the zone, headed by a civil governor, ehm . Ir.ates the commission which is now in charge.
